The Independent Review Group to examine the Offences against the State Acts was appointed by Minister for Justice, Helen McEntee on 16th February 2021. Mr Justice Michael Peart, former Judge of the Court of Appeal, is Chair of the six person expert review group.

The Offences against the State Acts are Ireland’s primary counter-terrorism legislation. They were last reviewed comprehensively by a committee under the Chairmanship of former Supreme Court Judge Anthony Hederman. That Committee’s final report was published in 2002.
